The shoes do seem to have gained urban legend status, but there may be times where it's more than just a legend. I've been looking at the shoes hanging from powerlines issue in Minneapolis, and it seems to correlate with sketchy activity in certain Minneapolis neighborhoods. I call this, "Shoefiti" and have put together a site to explore who's behind it, and why the city or power companies are so slow to deal with it.
The Snopes articles come up short, which is somewhat unusual for that site. While not all shoes on powerlines are likely drug or gang related, it certainly seems like some shoes in certain neighborhoods are. Especially shoes at intersections to alleys where additional shoes hang mid-block in the same alley.
